Aldiyar Toktarov

Mr. Aldiyar Toktarov is an experienced uranium and rare metals trade expert, with hands-on experience managing a contract portfolio valued at more than $1 billion, including business case evaluations, and performance monitoring. He is currently the CEO at Tör Altai Nuclear Consulting (TANC) and the Marketing Director at Uranium Industry a.s. At Uranium Industry, he provides complex consulting expertise on the introduction of the newest primary uranium producer for the world market. He leads the company’s integration into the nuclear industrial community, as well as preparatory work for intensive trading activity. As part of that activity, he develops financing for the company’s uranium deposits, including mine development, refinery construction, and readiness for full-scale marketing activities.
Before joining Uranium Industry a.s. and founding TANC, Mr. Toktarov was the Head of Sales for Europe, Americas and Russia at NAC Kazatomprom (KAP), where he was responsible for the sales and supply of natural uranium concentrates (U3O8), contract negotiations, and customer relationship management. He managed the company’s interactions with financial institutions, including large uranium fund sales and the development of trade structures to bring commercial value to the company’s operations. His work contributed significantly to a 60 percent increase in the company’s sales in 2018 (compared to the previous three-year average) and doubling of its direct sales and customer portfolio.
While working as the Head of Sales, Mr. Toktarov also took responsibility over KAP’s subsidiary, Ulba Metallurgical Plant (Ulba). He led the marketing of contaminated enriched uranium product, nuclear fuel pellets, tantalum, niobium, and beryllium. He engaged Ulba in direct sales to end customers, implemented strategic change management practices for the plant, and developed the company’s raw materials procurement capabilities.
In 2021, Mr. Toktarov was elected to the board of Ulba-China Co. Ltd, a beryllium trading arm based in Shanghai, China, where he provided management and operations advice.
Mr. Toktarov earned his bachelor’s degree in marketing from East-Kazakhstan State Technical University and has completed professional and executive development programs from Kyungpook National University and NU/Duke University.
