Mr. Jeffrey Horton has a broad background in the energy industry with extensive expertise in nuclear fuel supply, project management, and siting and development of power generation. He also has broad experience in financial valuation and investment analysis, asset acquisitions, applied decision analysis/modeling, risk assessment, energy market analysis, and business planning and strategy. Mr. Horton’s career in nuclear fuel at Dominion started in 2005. In his last role at Dominion before retiring in early 2024, he was a Strategic Advisor in the Nuclear Engineering and Fuel Department where he focused on deal origination and deal structuring for the company's uranium, conversion, and enrichment contracting. Also, he did spot uranium procurement, market analysis, bid evaluation, procurement planning and strategy, and risk assessment/management.He led numerous contract negotiations for all components, managed select supplier relationships, and represented Dominion in multiple nuclear fuel trade matters. Other roles at Dominion included 17 years in engineering and management positions in the Fossil Fuel Procurement Department. Subsequently he was Lead Market Analysis in the corporate Business Planning and Market Analysis group followed by being Senior Business Development Manager in Generation Business Development.
Mr. Horton holds an MBA from Duke University's Fuqua School of Business and bachelor’s and master’s degrees in Mining Engineering from The Pennsylvania State University.
