Mr. Steve Lelewer is consultant reporting to the Director of Nuclear Fuel Cycle Consulting for NAC International (NAC), where he is responsible for supporting fuel contracts and regulatory accounting for Southern California Edison.Prior to joining NAC, Mr. Lelewer worked for 12 years at Southern California Edison (SCE), most recently as the Procurement Manager of Nuclear Fuels where he was responsible for all aspects of the nuclear fuel contracts for the San Onofre Nuclear Power Station (SONGS) as well as SCE’s share of the fuel contracts associated with Palo Verde Nuclear Generating Station. Key accomplishments included:
- When SONGS underwent an unplanned shutdown due to steam generator tube leak, numerous return to service scenarios were developed to minimize SCE’s exposure. Worked with law and finance to develop alternative positions and presented assessments of the various cases to corporate senior management for acceptance.
- After the announcement of the permanent shutdown of SONGS, negotiated partial terminations of the various fuel contracts minimizing the cost impact.
- Prepare and presented responses to intervener inquiries on nuclear fuel costs as part of the regulatory shutdown settlement.
- Prepared the sections for nuclear fuel costs and recovery required to support the Regulatory filings with the California Public Utilities Commission.
- Developed cost recovery models and scenarios to address the re-sale of the SONGS fuel that was in inventory.
In 2011, Mr. Lelewer was named Procurement Manager for the SONGS Project Management Organization. As Procurement Manager he was responsible for working with procurement and law to negotiate contracts with the major contractors performing construction service for the various site projects.
From 2005 to 2008, Mr. Lelewer was Project manager on major site projects including thimble replacement, containment sump screen upgrades, and reactor vessel head replacement.
In 2002, Mr. Lelewer was named Vice President of Business Development for Intelligent Energy, a fuel cell company based in the UK. His primary responsible included sales, partnerships, customer relationship development, and mergers and acquisition activities. He was the primary US corporate contact with Department of Energy and Department of Defense program managers. He led proposal development efforts on government contracts.
In 1998, Mr. Lelewer was Director of Marketing for Hydrogen Burner Technology, a company that was developing small on-site hydrogen generation equipment for the emerging fuel cell industry.
From 1973 to 1998, Mr. Lelewer held numerous positions in the Bechtel family of corporations. His roles included Nuclear Systems Group Supervisor, Engineering Supervisor Operating Plant Services, Chief Nuclear Engineer, Chief Process Safety Engineer, Project Manager Navy Clean II Program - Seal Beach, Program Manager of the Hazmat Spill Center at the Nevada Test Site.
Mr. Lelewer earned his bachelor’s and Master’s degrees in chemical engineering from the Michigan State University. While at Michigan State, Mr. Lelewer was a licensed operator of the Triga Mark I nuclear reactor. He is a registered Professional Engineer in the state of California.
